1000 years a go the world was turned into a honey cone shape with time zones converged. No one is sure if its our time or multiverses etc. People are born into their own district and don’t usually leave until they reach of age. They then are tested, the test is different per person. The person is sorted and moved to a correct zone that fits them, normally not moving at all. They are not allowed to leave districts. The only people who can move about are open minds, those who ‘passed’ the test to allow them to ‘belong’ to any district. They are very rare and are the things of legends. There are tales of open minds who awaken and become very powerful, usually only under extreme stress. They are distrusted and will usually stay at their own district. we start at the ceremony of coming of age. It is at the center, ‘hub’ the only place that is free to travel to. It is mingling of the different districts. weapons/technology are not allowed in the hub and are not allowed to be transported through districts. There are magical gates that allow them to transport to the hub. That is the only to move between the districts.
